C.A.R.E: No, Your Government Does NOT
Exposing the Corruption, Politicization and Government Infiltration within Charitable Organizations.
When you receive a solicitation from a humanitarian organization, would you ever stop to question if they are legit? Probably not. Our heartstrings are tugged by the images of suffering people—especially the children—compelling us to click that donation button on their website. They MUST be doing good work, right?
What if you found out that some of these charity and relief organizations aren’t what they claim to be? It would be shocking and horrifying to know that they could actually take your hard earned money and use it for very unsavory activities. What would make us question them?
NGO CORRUPTION
Historically, some humanitarian organizations have been accused of fraudulent use of donated funds. In 2012, the American Red Cross was accused of diverting resources away from Superstorm Sandy relief efforts and into its own fundraising efforts. In 2016, a joint investigation by NPR and ProPublica found that the organization had failed to provide adequate assistance to victims of Hurricane Isaac in 2012 by spending millions of dollars on public relations and administrative expenses instead.
In 2016, the United Nations Children’s Fund (UNICEF) was accused of fraud and corruption in relation to its aid efforts in Syria. It was alleged that the organization had awarded contracts to companies with links to the regime of Syrian President Bashar al-Assad, and that some of the money intended for aid had been siphoned off to fund the regime's war effort.
CIA USES NON-PROFITS AS COVER
These organizations have not officially been charged with a crime. However, we do know that humanitarian foundations and Non-Governmental Organizations (NGOs) serve as cover for CIA operations. In the 2022 documentary “Enjoy the Show,” Tore Says highlights the history of the CIA and its connection to non-profit foundations.
In an old television report entitled “In The Pay of the CIA,” Mike Wallace said,
“…in addition to intelligence, the Security Act of 1947 ordered the CIA to perform other functions and duties as directed by the President and his National Security Council. And that phrase has become a sort of blank check authorizing CIA excursions into everything from simple propaganda to the overthrow of unfriendly governments. The key to the CIA's current troubles is that unique American institution: The Tax-Free Foundation.”

You might say, “So what? The CIA is trying to gather intelligence to protect the country.”
Unlike we have been led to believe, the CIA isn’t all good guys. They work hand-in-hand with our government and other 3 letter agencies as part of the 4th Unelected Branch. As Tore Says mentioned on her March 2, 2023 podcast, "...while you all think the CIA’s bad…the majority of it is the State Department." Over the years, whistleblowers have come forward to expose the CIA and the platforms they use to funnel money for dirty operations.
One such whistleblower is Ex-CIA agent Frank Snepp who revealed how the CIA would influence journalists with half-truths in order to plant propaganda about another country, which could influence the American public or manipulate Congress to channel aid their way.
Robert F. Kennedy Jr. recently exposed the government humanitarian arm stating that, “USAID is a CIA front group.” This happened on The Jimmy Dore Show in response to the House hearing about the origins of the Coronavirus with Dr. Robert Redfield (former CDC director). Regarding the funding to create the virus, Kennedy said, “USAID gave ten times what Fauci gave. The DOD was there. Why were they in the Wuhan lab teaching Chinese scientists how to build weapons of mass destruction?”
As a former Deep State contractor-turned-whistleblower, Tore Says recently highlighted the Cooperative For Assistance And Relief Everywhere (CARE) foundation as worthy of some research. Let’s take a look.
ABOUT C.A.R.E.
Here is their front-facing description: C.A.R.E. is an international humanitarian organization that has been providing assistance to people affected by poverty, natural disasters, and conflicts for over 70 years. Founded in 1945, CARE began as an effort to provide relief to European countries decimated by World War II. Originally called the Cooperative for American Remittances to Europe, CARE was later renamed to Cooperative for Assistance and Relief Everywhere as they expanded their outreach to over 100 countries around the world. Now they simply go by CARE.
Their stated mission is to empower people in need and ensure that they have access to the resources they need to live a healthy and dignified life. This includes a wide range of areas such as maternal and child health, education, economic empowerment, and emergency relief.
You’ve most likely heard of the CARE package. Perhaps you’ve even sent one to a deployed military member or a suffering child in a war torn country. That initiative began with CARE in 1946, where they would provide food and other essential items to individuals and families in countries devastated by war.
CARE TODAY
CARE has shifted its focus in recent years from supplying essential humanitarian items to the distribution of vaccines and the promotion of woke ideologies.
The organization has prioritized the Covid-19 vaccines, ensuring they are accessible to marginalized and vulnerable populations, and to address vaccine hesitancy and misinformation. Did CARE inform these populations that the vaccine efficacy has been scrutinized?
CARE is also very involved with the current crises in Ukraine, Syria, and Turkey. As Tore Says pointed out in her article “Vultures Have Landed in Turkey and Syria,” many of these NGOs seemed poised to jump right into the middle of the devastation, almost like they knew about them in advance.
CARE is a woke advocate for gender equality and targets poor women and children with the idea they are marginalized members of society. Is this what these people really need in the midst of devastation and crisis?
Like many corporations, government agencies and other non-profits these days, you will find plenty of woke terminology such as Climate Change, Diversity, Equity, and Inclusion in their mission statement.
FOLLOW THE MONEY
You can learn a volume of information about an organization when you take a deep dive into their financials. CARE's Annual Budget for 2022 was $1.137 billion. Their top donors include the United States Government, the United Nations, the European Commission, private foundations, and individuals. You will recognize many of the top donating individuals who have donated millions and even billions of dollars.

THE POLITICIANS
Hillary Clinton served as the Honorary Chair of CARE's 2009 conference. She has been a long-time advocate for women's rights and empowerment, which are also key priorities for CARE. Hillary has also spoken out in support of CARE's efforts to combat global poverty and promote sustainable development.
As a Senator then President of the United States, Barack Obama was a strong supporter of CARE and its mission. He signed into law the Global Food Security Act, with the goal to reduce global hunger and malnutrition. He also supported initiatives claiming to improve education and healthcare in developing countries.
Both Clinton and Obama have praised CARE for its work and have encouraged others to support the organization's efforts to create a more just and equitable world for all people.
Among the many members of Congress who have been involved with the organization are John Kerry (D-MA), Bob Dole (R-KS), Ted Kennedy (D-MA), Dianne Feinstein (D-CA), Amy Klobuchar (D-MN), Dick Luger (R-IN), and Dick Durban (D-IL) to name a few.
THE INFLUENCERS
CARE has a history of utilizing famous celebrity figures to promote and endorse their programs. From Douglas Fairbanks Jr., Marlene Dietrich, and Gregory Peck in the 1940s to Kim Kardashian, Beyoncé, Justin Bieber, and model Christy Turlington in recent times.
As we learned in “Enjoy the Show,” the CIA uses CAA (Creative Artist Agency) celebrities to influence and promote their operations. It’s no surprise that CARE utilizes CAA celebrities.
THE LEADERSHIP
In a March 2, 2023 podcast, Tore Says discusses a previous staffer named Bathsheba “Sheba” Crocker. Sheba Crocker is the daughter of Chester A. Crocker, an American diplomat, academic, and expert on African affairs. He served as the US Assistant Secretary of State for African Affairs from 1981-1989 under President Ronald Reagan. After leaving government service, Crocker continued to work on African issues as a scholar, consultant, and mediator. He has been involved in numerous peace negotiations, including those in Angola, Mozambique, and Sudan. Crocker has sought to promote sustainable development in Africa and to advance the goals of Agenda 2063, which is essentially the colonization of Africa.
The apple doesn’t fall far from the tree. An expert in foreign policy, Sheba has an extensive resumé. She has worked for many organizations, especially in international reconstruction and peace building projects post conflict, including The Center for Strategic and International Studies, The Office of the UN, and the Bill & Melinda Gates Foundation.
She served as the Assistant Secretary of State for International Organization Affairs under the Obama administration from 2014-2017, where she coordinated the US with the UN (and others) on issues of global health and peace building.
Sheba was a Vice President of Humanitarian Policy and Practice at CARE USA from 2017-2020. Her role was to oversee the global emergency response programs in coordination with the WHO.
In 2021 Biden nominated Sheba to serve as the next Representative of the United States to the European Office of the UN in Geneva where she is currently working. Who does Sheba really work for?
CONCLUSION
At the surface level, CARE seems like an amazing organization in which to donate money. After all, they focus on poor women and girls, feed the hungry, provide medical care, education, and economic support. However, there are many dubious tentacles attached to this organization; the missions, partners, and donors, including the United States Government.
If one were to hide something in plain sight and enjoin the support of many unsuspecting generous people, a philanthropic non-profit sure seems like a perfect cover. No one would ever suspect them. However, there are enough red flags to warrant more investigation. This is where we need to exercise discernment.
So, now that you have some information, keep your eyes open, do your own research, and connect the dots for yourself. Don’t assume that all NGOs are what they portray. If the CIA has used them to cover their operations for years, chances are there is cause for suspicion. Do you want to live in a world of truth and transparency?
